We ensure program excellence through continuous learning, monitoring and evaluation and provide organizational and industry-wide thought leadership by leveraging a complementary set of cross-functional, multi-disciplinary skills, expertise, and experiences. The Programs team: influences progressive change through the development and implementation of global and regional strategies and business plans; supports advancement of innovative solutions; pursues new business opportunities; and drives effective internal and external engagement to maximize Pact’s impact across the globe. Across all aspects of its role, the Programs Department adheres to and promotes a culture of inclusion, accountability, and respect.Position OverviewThe Senior Technical Manager serves as the key link between national-level project leadership and district implementation teams, ensuring harmonized planning, performance management, quality assurance, and accountability across all supported districts.Key ResponsibilitiesProvide technical leadership in the design, coordination, and supervision of technical approaches aimed at strengthening high-quality, integrated MNCH/Nutrition/HIV services, including but not limited to:Provide overall leadership and supervision to District Managers to ensure effective MNCH program implementation.Translate project strategies into district-level operational plans and ensure alignment with national policies and guidelines (e.g., Ministry of Health standards).Monitor district performance against targets and ensure corrective actions are implemented promptly.Support integration of maternal, newborn, child health, nutrition, and cross-cutting components (e.g. safeguarding, community engagement).Conduct regular performance reviews of District Managers.Lead routine supportive supervision visits and field monitoring.Ensure quality improvement (QI) approaches are implemented across districts.Review district work plans, budgets, and reports for accuracy and compliance.Identify capacity gaps and develop mentoring and coaching plans.Facilitate peer learning forums among District Managers.Represent the project in national and sub-national coordination forums.Strengthen collaboration with District Health Offices (DHOs), Ministry of Health, and implementing partners.Ensure effective alignment with other donors and stakeholders supporting MNCH.Support cost-effective implementation and accountability for resources.Ensure timely submission of high-quality district reports.Contribute to quarterly and annual donor reports.Lead learning reviews and adaptive management processes.Ensure safeguarding, child protection, and ethical standards are upheld.Basic RequirementsBachelor’s degree and 9+ years relevant experience or equivalent combination of education and experience, including 4 years of management experience.Minimum of a Bachelors’ Degree in Nursing and Midwifery, Degree in Public Health, Health Management or relevant health field. Those with advanced Post-Graduate training in Public Health will have an added advantage.At least 5 years’ experience delivering, overseeing, and providing technical assistance in maternal and newborn healthExperience working at both health facility and community levelsExperience using low-dose high-frequency and other training, coaching, and mentorship capacity strengthening approachesDemonstrated experience leading successful teams, achieving deliverables on time and within budget, and interacting effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.Ability to develop and maintain strong relationships with government and civil society stakeholders.Experience integrating malaria in pregnancy (MiP), nutrition, and HIV-focused services in MNH care.Experience providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring in MNH.Demonstrated experience leading successful teams, achieving deliverables on time and within budget, and interacting effectively and collaboratively with a broad range of senior and mid-level public and private sector counterparts, donors, and other key stakeholders.Ability to develop and maintain strong relationships with government and civil society stakeholders.Strong analytical, presentation, communication and reporting skills.Sound IT knowledge and skills in word processing, spreadsheet, databases, presentationsAbility to work independently, good leadership and communication skills, ability to work with people from all backgroundsExcellent written and spoken English.Ability to speak other Malawian local languages.Preferred QualificationsA minimum of 9 years’ experience working directly with clients/patients in a clinical setting.Knowledge of USG rules, regulations, and policies.Pact is an equal opportunity employer and does not discriminate in its selection and employment practices on the basis of race, color, religion, sex, national origin, political affiliation, sexual orientation, gender identity or expression, marital status, disability, genetic information, age, citizenship status, genetic information, matriculation, family responsibilities, personal appearance, credit information, tobacco use (except in the workplace), membership in an employee organization, or other protected classifications or non-merit factors.At Pact, we recognize your impact, offer you opportunities and support your total well-being.
