Job Summary: The Proactive Law Enforcement Coordinator (PLEC) will play a significant role in strengthening law enforcement capacity to proactively identify, develop, and investigate human trafficking cases across Uganda. Unlike HTI’s Regional Law Enforcement Coordinators (LECs), who focus on their assigned regions, the PLEC will lead proactive and intelligence-led human trafficking investigations that span multiple regions and involve complex high-impact trafficking cases.The PLEC will work closely with the Uganda Police Force, Crime Intelligence, and other investigative units to identify trafficking networks, develop actionable intelligence, initiate proactive investigations, and strengthen coordination between intelligence officers, investigators, prosecutors, and other criminal justice actors. The PLEC will provide technical assistance and mentorship throughout the investigative process, from intelligence to effective investigation to prosecution.Working in partnership with HTI’s Regional LECs and Regional Response Teams (RRTs), the PLEC will work collaboratively to identify cases for proactive investigation, connect intelligence, support regional operations, and investigations across multiple regions, to ensure national-level proactive efforts strengthen HTI’s existing regional work.The PLEC reports to HTI’s Special Counsel and collaborates with HTI’s Lead Law Enforcement Coordinator, Regional LECs, Victim Assistance Coordinators, Legal Programs staff, and Data Associates. The position will require significant engagement with law enforcement partners and regular domestic travel throughout Uganda.Key Duties and Responsibilities: Proactive and Intelligence-Led Investigations (35%) Work with Crime Intelligence, investigators, prosecutors, and other relevant law enforcement units to identify, develop, and advance proactive human trafficking investigations across Uganda.Analyze intelligence, existing cases, trafficking trends, and field information to identify potential traffickers, recruiters, facilitators, networks, locations, routes, and other investigative leads.Assist investigators in developing investigative strategies and plans, including identifying suspects, witnesses, evidence, financial and digital leads, and opportunities to identify additional victims or related offenses.Provide technical and operational assistance to investigators in developing evidence, strengthening corroboration, addressing investigative gaps, and overcoming investigative challenges.Support early coordination between investigators and prosecutors to align investigative strategies with evidentiary and prosecutorial requirements.Conduct follow-up with investigators and relevant law enforcement units to monitor progress, address outstanding investigative needs, and support appropriate enforcement action.Work with HTI Special Counsel, prosecutors, and law enforcement partners to strengthen investigations and prepare cases for prosecution.Promote lawful, effective, and victim-centered investigative practices. Intelligence, Reporting, and Program Development (20%) Identify emerging trafficking trends, investigative gaps, and operational challenges and communicate them to the LLEC and Country Director.Work with Regional LECs, Data Associates, and other HTI personnel to identify patterns and information that may generate proactive investigative leads.Maintain accurate and organized records of proactive investigations, case development, law enforcement engagement, and outcomes.Provide regular updates on investigations, significant developments, emerging intelligence, challenges, and opportunities for further intervention.Contribute practical investigative expertise to HTI training, mentorship, and program development initiatives.Maintain strict confidentiality regarding law enforcement intelligence, ongoing investigations, victim information, privileged communications, and other protected information.Carry out additional assignments at the request of the HTI Country Director and LLEC. National and Regional Coordination (15%) Work closely with Regional Response Teams to identify and develop proactive investigations and ensure efforts complement, rather than duplicate, regional work.Provide specialized support and coordination to Regional LECs on complex, cross-regional, or national-level investigations and facilitate information sharing among regions.Connect intelligence and investigative information across regions to identify trafficking networks, patterns, and opportunities for coordinated enforcement action.Maintain strong working relationships with Crime Intelligence, investigators, specialized police units, prosecutors, and other relevant criminal justice partners to support effective coordination and information sharing. Qualifications, Skills and Experience: Bachelor’s degree from an accredited institution or equivalent significant professional investigative experience.At least 10 years of substantive investigative experienceExperience conducting or supporting prosecution-led investigations in Uganda.Experience promoting multisectoral and interdisciplinary collaboration.Significant experience investigating human trafficking, organized crime, sexual and gender-based violence, or other complex criminal matters is preferred.Experience in proactive, intelligence-led, or target-driven criminal investigations is preferred.Experience working with or within Crime Intelligence, criminal intelligence, specialized investigative units, or intelligence-led policing structures is preferred.Experience investigating complex cases involving multiple suspects, jurisdictions, regions, or criminal networks is preferred.Proactive investigator who identifies opportunities beyond reactive casework.Strong understanding of criminal investigative techniques, intelligence development, evidence collection, case development, and investigative planning.Strong analytical skills with the ability to connect individuals, cases, locations, financial activity, and trafficking trends.Proven ability to build trusted relationships with law enforcement and intelligence partners.Collaborative team player committed to coordinating with HTI Regional LECs and RRTs.Effective across national and regional operations, jurisdictions, and multidisciplinary teams.Self-directed and able to work independently with minimal supervision.Organized and capable of managing sensitive, high-priority investigations.Exercises sound judgment, discretion, and professionalism in handling confidential information.Strong written, verbal, and interpersonal communication skills.Performs effectively under pressure while maintaining a positive and professional demeanor.Self-motivated, highly organized, proactive, and able to manage multiple complex investigations and priorities simultaneously.Strong ethic of service and shared commitment to HTI’s mission and goals.Demonstrates integrity, discretion, and trustworthiness.Works effectively with diverse law enforcement personnel across units, ranks, and backgroundsWillingness and ability to travel extensively throughout Uganda, sometimes on short notice, in support of proactive investigations and regional operations.Valid driver’s license is desirable.
