Fleet Manager
Savanna Fibre
Job description
Key Duties and Responsibilities
- 1 Fleet operations, allocation & utilisation
- Plan and assign vehicles and drivers daily across ~177 assets (cars, trucks, bikes) so no operation is delayed.
- Track utilisation per vehicle; prove whether the fleet needs more assets or better scheduling.
- Manage the trip workflow end-to-end, including after-hours trips and airport runs (requester -> HOD ->
- Fleet Manager -> OD sign-off).
- 2 Fuel management & accountability
- Control all fuel spend across fuel cards: budget vs actual vs balance per card.
- Measure fuel efficiency per vehicle; detect and prevent leakages before they happen.
- Produce the weekly fuel exception report and reconcile discrepancies.
- Document emergency fuel requests; demonstrate cost savings in the monthly report.
- 3 Maintenance, servicing & garages
- Maintain the service schedule per vehicle (owned and rented); receive and act on service alerts.
- Run the breakdown flow end-to-end: ticket -> triage by severity -> garage dispatch -> job card -> cost/material recorded.
- Manage the garage network (dedicated garages per bike type + 6 zone garages + central garage) and enforce garage SLAs (MTTR).
- Ensure all bikes are serviced properly and odometers are accurate.
- 4 Drivers & riders management
- Supervise drivers and riders in the field: conduct, route adherence, after-hours trips.
- Manage the 7 in-house drivers: roster, discipline, welfare (incl. late-night facility), training.
- Enforce licensing (Class A for riders) and PPE compliance; issue and track PPE.
- 5 Rentals, vendors & contracts
- Manage the rental fleet and car-hire vendors; maintain the vendor/contracts register (incl. rates, terms, renewals).
- Control rental drivers and rental-vehicle use; prevent HOD self-procurement; ensure vendors are registered.
- Track vendor performance; review quarterly with Procurement.
- 6 Compliance, risk & incidents
- Ensure fleet compliance: licences, insurance discs, road permits, driver licences, mandated PPE.
- Run the accident/incident process: 48h reporting, investigation, insurance follow-up.
- Maintain the Uganda legal compliance matrix (car / two-wheeler / truck + driver).
- 7 Fleet portal & reporting
- Operate the Fleet Portal (S-F1) its 6 modules as the single system of record until an in-house system is built.
- Produce the monthly fleet report to the OD by the 3rd working day: cost per km, utilisation, fuel reconciliation, incidents, rentals.
- Provide management with the monthly leakage-control dashboard.
Qualifications, Skills and Experience
- Proven experience managing a fleet (ideally 100+ mixed assets incl. two-wheelers) field and office.
- Knowledge of fuel control, maintenance scheduling, garage/vendor management, and cost reporting. Strong people management: drivers, riders, vendors, garages.
- Valid driver's licence and clean driving record; ability to be in the field daily.
- Proficiency in Excel/Google Sheets (trackers, registers, reports); comfortable driving a digital portal workflow.
- Integrity and zero-tolerance attitude toward fuel leakage, falsified records and misconduct.
- Knowledge of Ugandan fleet compliance (licences, insurance, roadworthiness)
- Detailed knowledge of the OSH Act 2006 (Uganda) PPE obligations and the Traffic and Road Safety Act (Cap 361).
- Experience enforcing rider/driver licensing (Class A) and PPE regimes across a mixed fleet.
