Job description
Job Summary
We are seeking an experienced Monitoring, Evaluation, and Digital Systems professional to deliver practical training and advisory services in M&E, KPI frameworks, risk management, data systems, MIS, and digitisation. The consultant will support institutions to strengthen evidence-based management and performance monitoring.
Key Responsibilities
- Design and deliver practical training on monitoring and evaluation frameworks, indicators and performance management.
- Develop and facilitate sessions on KPI cascades, data systems, verification arrangements and management information systems.
- Support clients in strengthening digital M&E systems and data-driven decision-making.
- Integrate practical exercises on data collection, analysis, reporting and performance tracking.
- Provide technical input to risk-management, strategic-planning and financial-management assignments.
- Facilitate workshops for government partners and development stakeholders.
- Contribute to proposals, reports, digital transformation initiatives and knowledge products.
Minimum Qualifications and Professional Experience
Academic Qualifications
- Master’s Degree in Finance, Economics, Monitoring and Evaluation, Strategic Planning, Development Studies, Business Administration or a related field.
- Professional training in Public Finance, Management Accounting, Business Development or Accounting is an advantage.
- Registration with a relevant professional body.
Professional Experience
- At least 10 years of demonstrated experience in Monitoring and Evaluation.
- Experience in risk management, economic policy analysis, and strategic planning support.
- Demonstrated working experience with the Kenyan public sector, particularly the water sector.
- Experience working with government partners and public-sector development programmes, especially financial management and capacity development.
- Experience deploying M&E digital systems and undertaking related programming work.
Technical Competencies
- M&E frameworks; KPI development and cascading; MIS; digital M&E systems; data collection and analysis; risk management; performance reporting; digitisation.

Training & Facilitation Experience
- Proven experience as a consultant trainer, facilitator, technical adviser, or subject-matter expert.
- Demonstrated ability to translate technical and professional concepts into practical, participant-centred learning.
- Training of Trainers (ToT) certification is an added advantage.
- Strong understanding of adult learning methodologies and competency-based facilitation.
Consultancy Role Focus
- Lead technical learning and advisory work on M&E, digital performance systems, KPI frameworks, data management and evidence-based decision-making.
Mode of Engagement
- Successful candidates will be engaged as external consultant trainers on a need basis.
- Assignments may involve training delivery, technical advisory support, curriculum/content development, workshops, facilitation, and related consultancy services.
