ROLES SUMMARY The HTS and HIV Care & Treatment Officer will provide regional-level technical assistance, mentorship, and performance support to strengthen the quality, coverage, and effectiveness of HIV Testing Services (HTS) and HIV care and treatment interventions. The Officer will work closely with the Regional Health Management Team (RHMT), Council Health Management Teams (CHMTs), health facilities, community structures, and other EGPAF project staff to improve performance across the HIV testing and treatment cascade. The position will support the identification of program gaps through routine data analysis, facilitate targeted technical interventions, and monitor implementation to ensure that individuals at risk of or living with HIV are identified, linked to appropriate services, initiated on treatment, retained in care, and achieve viral suppression. ESSENTIAL DUTIES AND RESPONSIBILITIES Leading and Coordinating HTS and PrEP Activities in the Region and Councils Including Planning, Implementation, Monitoring, Documentation and Reporting He/she is responsible for overall HIV testing activity within the region with main focus on index testing, PrEP and HIVST. Provide support and monitor implementation and reporting of HIV Testing Services (HTS), specifically index testing, optimized PITC and linkage of all clients identified positive using linkage case management (LCM) approach. Strengthen the system for identification and referral of HIV infected clients from all entry points including community-based testing. Work close with facility CTC providers for elicitation of index contacts to plan for facility and community testing, document and report follow-up outcome. Conduct weekly testing data review for updating testing outcomes at the facility and obtaining list of new index contacts. Build Capacity of Facility and Community Teams on HTS, PrEP and HIVST Provide technical support to facility and community HTS providers in implementation of community index testing, focused PITC, PrEP, HIVST activities. Ensure availability of up-to-date HTS and PMTCT guidelines, SOPs, registers and reporting formats in all facilities and testing areas. Offer supervision and mentorship of CTC staff, community HTS/PrEP providers and RCH staff. Provide TA for Implementation and Monitoring of HIV Care Services Cascade Strategize and actively work with CTC providers to increase number of new clients in care. Provide support to CTC in the implementation of Service Delivery Model (SDM) in accordance to National guideline and share best practices of SDM direct from site level. Provide support to sites to ensure clients receive appropriate care such as SDI, MMD, ART outreach refills and clients put on more efficacious ART regimen (TLD Transition) and Advanced HIV disease management (AHDM) as per national guideline and donor directives. Follow up and updates clients monitoring status on HVL testing, documentation and reporting appropriately including EAC cascade monitoring and timely actions. Provide technical assistance to ensure clients are retained on care including supporting sites mechanism to retain returned LTF clients on care. Ensure active involvement in analyzing program performance for improved integrated quality HIV services. Actively contribute to make Continuum of Care (COC) initiatives operational within EGPAF program. Provide inputs and support for improved community-based initiatives including index testing to ensure continuity of services at community level. Provide technical and supervision roles on C&T to technical staff at councils and site-level providers in your supported regions. Identify C&T support needs at facilities/CTCs, organize, supervise and report mentorships to address C&T indicators with challenges using clinical mentors. Provide overhead support to all C&T clinical meetings at site and regional level by providing TA during preparation and conduction. Technical Advisory on Advanced HIV Disease and Management Implementation Provide full support TA to implement Advanced HIV disease management (AHDM) to all identified HFs. Take a lead to scale up and monitor AHDM implementation in all supported regions. In collaboration with SCM, ensure adequate supply of AHDM commodities, monitor and document AHD supplies and report appropriately. In collaboration with M&E, prepare quarterly report on AHDM including narrative report to be submitted to the donor or EGPAF HQ or any relevant authorities that would require the report. Represent Foundation on AHDM national events such as meetings as directed by technical supervisor - SMHP. Identify and propose to the SMHP scale-up needs and plan for the AHDM services in the supported CTCs. Prepare work plan and follow up implementation of AHDM activities. Technical Advisory on Integrated HIV Services Including CECAP and PMTCT/EID Provide technical advisory on C&T in the planning and implementation of comprehensive and integrated HIV and PMTCT/RH program at site level. Provide input during development of proposals, country operating plans, budgets related to care and treatment services. Provide good quality, timely quarterly and semi/annual integrated HIV reports on program performance and submit to technical supervisor. Ensure proper documentation and sharing of lessons learned and best practices in HIV program. Identify innovative ideas for improvement of care and treatment integrated HIV program as a whole including CECAP. Actively facilitate implementation of new developments on HIV particularly in care and treatment services as emerged on the national guidelines and related protocols. Provide suggestion and support on improving monitoring and evaluation for HIV focusing on the care and treatment program. Ensure availability of up-to-date Care and Treatment tools, guidelines, SOPs, registers and reporting formats in all supported facilities. Provide inputs and follow up on action plans for improving Care and Treatment during data analysis and monitor its implementation. Liaise with other organizations implementing community-based services for information sharing that helps better planning for facility and community linkages of HIV clients. Builds Capacity of Technical Staff for the Implementation of Integrated HIV Care Services Ensure improved capacity of site health care providers through coaching and mentorship on program planning, implementation and monitoring the progress. Provide technical assistance to EGPAF staff who work with the councils and sites to strengthen integration of HIV services especially on TB, CECAP, COT and paediatric HIV. Assist supported regions to maintain good relationship and communication with the region and districts in planning and implementation of integrated HIV Care and treatment with other program activities. Ensure project staff are aware of the new developments related to HIV care and treatment services. Help EGPAF staff to assist sub-grantees during proposal writing for technical and programmatic accuracy and completeness. Provide technical assistance to EGPAF’s technical team as well as support to frontline staff at CTCs on the provision of C&T services. Identify capacity needs of EGPAF staff and liaise with HR and TCB for actions. OTHER DUTIES Undertake any other duties as assigned by the Senior Manager HIV Program. QUALIFICATIONS Education Bachelor's degree in Medicine, Nursing, Clinical Medicine, Public Health, or another relevant health-related discipline. Postgraduate qualification in Public Health, HIV/AIDS, Epidemiology, Health Systems Management, or a related field is an advantage. Experience Minimum of 5 years of progressively responsible experience in HIV programs, with demonstrated experience in HTS and HIV care and treatment. Experience providing technical assistance, coaching, and mentorship to health facilities and district/regional health teams. Demonstrated experience in HIV cascade analysis and performance improvement. Experience working with government health systems, particularly RHMTs, CHMTs, and health facilities. Experience in donor-funded HIV programs is highly desirable. Experience using routine HIV program data to identify gaps and guide technical interventions. Experience with HIV-related electronic data systems and reporting platforms is an advantage.
