VACANCY ANNOUNCEMENT@ BANJA LA MTSOGOLO (BLM) POSITION: TEMPORARY FACILITIES ENGINEER Location: LilongweBackground Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization established in 1987. BLM provides quality Family Planning and Reproductive Healthcare services, including HIV/AIDS information and interventions. BLM is a senior member of the Marie Stopes International (MSI) Partnership, which operates in 43 countries.We exist to improve the quality of life in Malawi through family planning and reproductive healthcare services. We serve over 800,000 clients annually and make a significant contribution to national family planning objectives. The organization has national coverage, operating through 23 clinics and numerous outreach clinic sites.Applications are invited from suitably qualified candidates to fill the following vacant position: Temporary Facilities Engineer (7 months) Direct reporting line : Senior Procurement and facilities OfficerParallel reporting line : Commercial Services DirectorLocation: Support Office – Lilongwe Role Purpose The position holder will oversee BLM’s facilities, construction, refurbishment, and infrastructure projects, ensuring they are delivered to required quality, safety, brand, budget, and regulatory standards. The role will coordinate project planning, procurement, contractors, and implementation while identifying opportunities to improve facility efficiency, sustainability, accessibility, and client experience. Key ResponsibilitiesConstruction Project Planning and DeliveryLead the planning, design, construction, refurbishment, and renovation of BLM facilities from concept to completion and handover.Develop and manage project plans, timelines, resources, and milestones, ensuring projects are delivered on time and to agreed objectives.Oversee multiple projects across different locations, monitor progress, and take corrective action to address delays or performance issues.Budget Management and Cost ControlDevelop and manage project budgets, forecasts, and expenditure to ensure effective cost control.Review contractor quotations, bills of quantities, and variation requests to ensure accuracy, value for money, and compliance with approved budgets.Identify cost-saving opportunities, maintain financial accountability, and provide regular budget performance reports to management.Clinic design Standards and Look & Feel ManagementDevelop and maintain clinic design standards aligned with BLM and MSI brand requirements.Ensure consistency in facility appearance, signage, client flow, furnishings, fittings, and finishes across BLM sites.Ensure facility projects enhance client experience and service delivery, supported by a facilities improvement roadmap aligned with organizational priorities.Contractor and Vendor ManagementLead the procurement and management of construction contractors, consultants, architects, engineers, and suppliers.Monitor contractor performance, site progress, quality, deliverables, budgets, and timelines through regular site meetings and reviews.Review and certify completed works for payment, addressing performance issues and contractual disputes as required.Quality Assurance and ComplianceEnsure construction and refurbishment works comply with applicable building regulations, health and safety, environmental requirements, and organizational policies.Conduct routine site inspections and ensure high standards of workmanship, quality, accessibility, and client-centred design.Maintain accurate project documentation, including permits, approvals, drawings, inspection reports, and compliance records.Stakeholder Management and ReportingCoordinate with internal departments and external stakeholders to ensure infrastructure projects meet operational requirements.Act as the focal point for construction-related activities and maintain effective relationships with contractors, consultants, landlords, government authorities, and regulators.Prepare and present project updates, dashboards, risks, and mitigation plans to management and leadership teams.Risk ManagementIdentify, assess, and manage project risks affecting timelines, budgets, quality, safety, or compliance, with appropriate mitigation and contingency measures.Monitor construction site safety and ensure compliance with health and safety requirements.Escalate significant risks and project issues to management and recommend appropriate corrective action.Facilities Development and Continuous ImprovementIdentify and implement opportunities to improve clinic design, energy efficiency, sustainability, accessibility, and client experience.Maintain accurate records of major infrastructure investments and contribute to facilities management policies and continuous improvement initiatives.Other DutiesWork closely with the Senior Management Team on infrastructure planning and project governance and undertake other reasonable duties related to facilities and infrastructure as assigned.Qualifications and ExperienceDiploma in Civil Engineering, Construction Management, Architecture, or a related field, with at least 5 years’ relevant experience managing construction, renovation, or infrastructure projects.Professional certification in Project Management.Proven experience in project planning, budgeting, procurement, contract and contractor management, with a track record of delivering projects on time and within budget.Experience preparing project reports and presenting to senior management.Desirable: Experience in healthcare facility construction/refurbishment, NGO/development or social enterprise environments, nationwide infrastructure projects, and implementation of corporate branding standards.A degree in a relevant field and membership in a recognized professional body will be an added advantage.Key SkillsStrong construction project management, budgeting, cost control, and procurement skills.Proven ability to manage contractors, consultants, stakeholders, and multiple projects simultaneously.Strong negotiation, analytical, problem-solving, and communication skills.Excellent attention to detail, quality focus, and ability to deliver under pressure and within deadlines.Knowledge of healthcare facility construction, project management software, geographically dispersed projects, and sustainable/energy-efficient building practices will be an advantage.Personal AttributesHighly organized,
