## Job Description

Education and Experience

- Master's degree in Public Health, Reproductive Health, Health Systems, Global Health, Development Studies, Social Sciences, Gender Studies, Health Policy, law, International Development or another related field from a recognized university.

- Post graduate diploma in Programme planning, Monitoring and Evaluation is an added advantage

- At least 10 years of progressively responsible experience managing large donor-funded health or development programmes, including at least five years in a senior programme management role.

- Significant work experience in the field of Sexual and Reproductive Health, Gender, Youth and Human Rights is preferred. 

- Specialized knowledge and experience within Health Systems Strengthening and integrated SRH, gender, and youth development approaches will be desired;

- Experience in strategic planning and implementation; programme/project management including experience in large multi-sector programmes.
Responsibilities

Planning and coordination

- Oversee programme start‑up activities, including kick‑off meetings, institutional capacity assessments, signing of MoUs, and establishment of governance and coordination structures

- Provide strategic leadership for the planning, implementation, monitoring and reporting of the SRHR Next Programme in Uganda.

- Lead the development of annual work plans, implementation schedules, budgets and performance monitoring frameworks.

- Establish and maintain effective programme coordination mechanisms, including regular planning, review, and learning meetings with partners and stakeholders.
Stakeholders Management

- Provide leadership in coordinating the consortium of implementing partners and fostering a collaborative, transparent and accountable working environment.

- Build and maintain strategic partnerships with the Ministry of Health, Ministry of Gender Labour and Social Development;  Ministry of education  and Sports, local governments, development partners, civil society organizations, youth-led organizations, women's rights organizations, organizations of persons with disabilities, academic institutions and the private sector.

- Promote meaningful participation and leadership of adolescents and young people in programme governance, implementation and accountability mechanisms.
Capacity Development

- Assess and strengthen the institutional and technical capacity of consortium partners and CBOs to deliver high-quality SRHR programming.

- Provide technical leadership and mentorship on health systems strengthening, comprehensive sexuality education, gender-transformative programming and social norm change.

- Support partners to integrate evidence-based approaches, safeguarding, gender equality, disability inclusion and meaningful youth participation into programme implementation

- Promote continuous learning through technical exchanges, peer learning forums, coaching and communities of practice.
Monitoring, Evaluation, Accountability, Research and Learning

- Oversee implementation of the programme Monitoring, Evaluation, and Learning (MEL) framework in line with the donor and Amref Health Africa MEL standards.

- Lead documentation of best practices, lessons learned and success stories to contribute to national and global knowledge.

- Promote and oversee implementation research to inform continuous improvement of implementation approaches, including the design, coordination, and dissemination of studies.
Financial Management

- Oversee programme budget planning, utilization, and monitoring to ensure efficient and accountable use of resources.

- Ensure compliance with donor financial requirements, Amref policies, and applicable regulations.

- Monitor expenditures and forecasts, ensuring alignment with approved budgets and work plans.
Human Resource Management

- Provide leadership and supervision to programme staff, fostering a high-performing, accountable, and collaborative team environment.

- Build staff capacity through coaching, mentorship and professional development opportunities.

- Ensure clear roles, responsibilities and accountability frameworks for all team members and partners.
