Duties and Responsibilities
Duties and responsibilities will be as follows: An officer at this level will be deployed to county department or board to act as head of secretariat to the Human Resource Management advisory committee. The officer will participate in collection, collation and analysis of human resource management and development data from county departments and making appropriate recommendations.
- Preparing and processing cases for County Human Resource Management Advisory committee;
- Implementing human resource management decisions within existing rules, regulations, and procedures;
- Preparing and compiling reports on the implementation of performance management systems including performance appraisal systems;
- Management of human resource information systems;
- Undertaking training needs assessment;
- Identifying training and development programs;
- Carrying out training needs analysis;
- Preparing training projections and plans;
- Undertaking evaluation of training programs;
- Developing, updating and maintaining human resource development data and records.
The officer will also deal with
Trade Union liaison and stakeholder coordination
- Serve as the primary contact person between the County Government and all recognized trade unions in the health sector.
- Coordinate structured engagement forums, consultative meetings and joint committees with union representatives.
- Provide advisory support to management on effective union engagement approaches.
Union relationship management and engagement strategy
- Develop and implement strategies to foster positive and productive relationships with union leadership.
- Build trust through continuous engagement, transparency and responsiveness to union concerns.
Collective Bargaining Agreement (CBA) Negotiation, Interpretation and Implementation
- Participate in the preparation and negotiation of Collective Bargaining Agreements (CBA).
- Interpret CBA provisions and provide guidance to management and staff on their application.
- Monitor and ensure consistent implementation of CBA terms across all health facilities.
- Support planning and data preparation for future CBA negotiations.
Compliance and Policy Implementation
- Ensure compliance with Kenyan Labour Laws, public service regulations and county HR policies.
- Advice management on Labour laws, union matters and disciplinary procedures.
- Support the development, review, and implementation of HR policies related to Labour relations.
Requirements for Appointment
For appointment to this grade, an officer must have
- Served as a Chief Human Resource Management Officer II for a minimum period of three (3) years.
- Bachelor’s Degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business administration, Education, Sociology, Political Science/Government, Industrial Relations, Labour Relations, Anthropology, or any other relevant social science from a recognized institution;
- Master’s Degree in Human Resource Management will be an added advantage;
- Demonstrated knowledge of Kenyan Labour Laws and regulations, including the Labour Relations Act, Employment Act, and Public Service Commission regulations;
- Attended a management course lasting not less than four (4) weeks;
- Proven experience in collective bargaining, dispute resolution, and grievance handling;
- Membership to the Institute of Human Resource Management in good standing;
- Certificate in computer application skills from a recognized institution.
- Shown merit and ability as reflected in work performance.
