Job Summary: The MERL Associate – Uganda will provide support for monitoring, evaluation, research, learning, and organizational performance. The position will ensure that high-quality data, evidence, and analysis inform strategic decision-making, program effectiveness, accountability, and continuous improvement across HTI’s work in Uganda.Working closely with the Uganda MERL and Data Team, program teams, and the Global MERL team, the Associate will assist in the development and strengthening of MERL strategies, systems, and processes; support with reporting and use of organizational data; and translate evidence into clear insights and recommendations for leadership and program decision-making.The position will also promote a culture of learning and evidence-based practice by supporting organizational learning, staff capacity building, performance measurement, research, evaluation, and knowledge sharing.The position reports to the MERL Manager – Uganda and requires strong strategic, analytical, communication, and collaboration skills, with the ability to manage data accurately and translate information into clear and useful insights. Key Duties and Responsibilities: Data Management and Analysis (45%) Support the collection, entry, cleaning, validation, and management of HTI’s program and human trafficking criminal case data.Analyze and interpret data, including statistical and other quantitative analysis of human trafficking criminal case data to identify trends, patterns, outcomes, and other findings relevant to strengthen evidence-based programming and decision-making across HTI’s programs.Develop and maintain data tables, charts, graphs, dashboards, infographics, and other data visualizations for internal and external use.Assist the MERL Manager with improvements to TIPMAP, the mobile application, and other data systems and tools, including development, review, and updating of data collection tools, databases, processes, and procedures to improve data quality, integrity, and usability.Support the collection and compilation of data for HTI’s organizational KPIs, program reporting, grant reporting, and other internal and external reporting requirements.Assist with training and providing technical support to internal staff and external users on TIPMAP, data collection procedures, and data management practices.Maintain organized, accurate, and secure data files and documentation in accordance with HTI policies and applicable data privacy and confidentiality requirements. Monitoring, Evaluation and Learning (30%) Support implementation of MERL frameworks, systems, tools, and processes across HTI program – including theories of change, results frameworks, M&E plans, and performance indicators.Support the development and administration of monitoring and evaluation tools, including longitudinal pre-, post-, and follow-up knowledge assessments, satisfaction surveys, assessments, participant feedback mechanisms, focus group protocols, and reporting templates.Support monitoring and evaluation of HTI trainings, technical assistance, and capacity-building activities.Support research, evaluations, needs assessments, and other studies through data collection, data analysis, documentation, and preparation of findings.Assist in identifying and documenting lessons learned, promising practices, and program results to strengthen organizational learning. Reporting, Data Visualization and Knowledge Building (15%) Support preparation of program, donor, organizational, and partner reports.Prepare tailored data visualizations, summaries, presentations, and other evidence-based products for reports and external communications.Assist with ensuring consistency and accuracy of data and findings across reports, presentations, dashboards, and other communications.Maintain organized records of MERL activities, tools, reports, findings, and other knowledge products. Collaboration and Technical Support (10%) Work closely with program teams and Data Assistants to ensure timely and accurate collection and reporting of program data.Collaborate with HTI regional teams and criminal justice partners to support monitoring and data collection activities.Provide responsive MERL support to program staff and leadership.Participate in program planning, review meetings, and learning sessions.Support staff capacity building on data collection, monitoring, evaluation, and use of evidence Qualifications, Skills and Experience: Bachelor’s degree from an accredited institution in statistics, data science, analytics, information management, monitoring and evaluation or related discipline.Minimum of 3, preference of 5, years of relevant professional experience in data sciences, statistics or data analysis.Experience in designing and undertaking research, evaluations, and other studies.Sound working ICT knowledge, including experience with Microsoft operating systems and Office 365 products required.Experience in the same or similar role at an international non-governmental organization is preferrable.Experience in data management, including use of quantitative and qualitative analysis software preferred.Experience in SQL, Advanced Excel, SPSS, STATA, R Salesforce, Formyoula, Airtable, Powerbii, Squarespace and related applications is desirable.Good strategic and analytical thinking and ability to interpret case-related data.Understanding of data privacy considerations.Excellent written and verbal communication skills, including report writing.Proven ability to produce a professional work product quickly and independently.Proven ability to manage multiple tasks and take them to completion.Impeccable attention to detail, excellent organizational, planning, prioritizing, and time management skills.Personable, articulate, discerning, emotionally intelligent. The ability to effectively communicate information to Leadership and staff in a distributed organization.Self-motivated, organized, disciplined with priorities, efficient, works well under stress, exhibits mature judgment.Strict confidentiality, strong ethic of service, sustained positive attitude, passion for HTI’s mission and goals.Willingness and ability to travel extensively throughout Uganda, sometimes on short notice, in support of regional operations.
