## Job Description

Project: Nourishing Prosperity Alliance Forage,

### Period

Background: Zambia Seed Company is implementing the Gates Foundation-funded Nourishing Prosperity Alliance Forage (NPA) project in Ethiopia and Kenya. NPA builds on a two-year pilot in Kenya that demonstrated early-stage commercial viability of a diversity of nutrient-rich, climate-adapted forages by integrating women small-scale producers as key, undeserved market segment. Scaling up, the project is setting the foundation for commercially viable forage markets that will have impacts across the dairy sector and transform livestock systems and rural communities. NPA-Forage interventions target over 100,000 dairy and forage producers in Ethiopia and 120,000 in Kenya. Zambia Seed Company is soliciting applications from qualified candidates to provide interim Monitoring, Evaluation and Learning support to the NPA project in Kenya.

Position Summary

The Monitoring, Evaluation and Learning (MEL) Officer will support the implementation of the project’s MEL system by ensuring high-quality data collection, management, analysis, reporting, and learning across project activities in Kenya while working closely with regional teams in Ethiopia and Zambia where required. The role will contribute to evidence-based decision-making, donor reporting, adaptive management, and continuous improvement of project implementation.

### Key Responsibilities

Monitoring and Routine Data Collection

- Coordinate routine monitoring activities across all project interventions.

- Ensure timely submission and verification of monitoring data, including:

Farmer trainings (physical and digital)

- Feeding trial logs

- Business development training

- Extension officer training

- Partner investment tracking

- Demonstration and trial activities

- Conduct routine field monitoring visits to verify reported results and assess data quality.

- Review submitted monitoring data and provide feedback to technical teams to address data quality issues

MEL Systems and Data Management

- Develop, review and continuously improve MEL tools, indicator reference sheets (PIRS), reporting templates and data collection instruments.

- Support the design and implementation of efficient data collection workflows and data management systems.

- Ensure accurate, complete and timely entry of monitoring data into the project’s database and digital systems.

- Work closely with data entry personnel to validate and clean datasets before reporting.

- Maintain secure electronic and physical filing systems for datasets, reports, questionnaires and supporting documentation.

- Coordinate with digital platform providers to ensure digital learning data is accurately captured and integrated into the project’s MEL system.

Surveys, Assessments and Evaluations

- Lead the planning and coordination of baseline, semi-annual, annual and end-line surveys.

- Develop Scopes of Work (SOWs) for surveys and evaluations.

- Coordinate consultant recruitment and management where applicable.

- Plan sampling, logistics and enumerator deployment.

- Lead enumerator training and supervise field data collection.

- Oversee data cleaning, analysis and quality assurance.

- Prepare survey reports and disseminate findings to project teams and stakeholders.

Data Analysis and Reporting

Monitoring and Routine Data Collection

- Analyse project performance data to track progress against indicators and targets.

- Prepare:

Weekly MEL updates

- Monthly activity reports

- Quarterly progress reports

- Semi-annual and annual performance reports

- Donor reporting datasets and indicator tables

- Support preparation of technical narratives and donor reports through timely provision of accurate data and analysis.

- Produce dashboards and activity trackers to support project management and decision-making.

Learning, Knowledge Management and Adaptive Management

- Coordinate project learning activities including Pause and Reflect sessions.

- Document lessons learned, best practices and success stories.

- Support evidence generation for project communications and donor reporting.

- Facilitate learning events and encourage the use of data for adaptive management and programme improvement.

- Prepare presentations highlighting project achievements, lessons and recommendations.

Capacity Strengthening

- Build the capacity of programme staff and partners on MEL systems, tools and reporting requirements.

- Provide technical support on:

Indicator interpretation

- Data collection methodologies

- Survey implementation

- Results measurement

- Data quality standards

- Mentor staff to improve data quality and reporting consistency.

Coordination and Collaboration

- Work closely with technical teams in Kenya, Ethiopia and Zambia to harmonize MEL approaches, indicator tracking and reporting processes.

- Coordinate with digital platform providers and external consultants on data integration and reporting.

- Participate in weekly MEL meetings and project coordination meetings.

- Support the Technical Manager with data analysis, performance reviews and action planning.

Data Quality Assurance

- Conduct routine data quality assessments and validations.

- Verify source documents during monitoring visits.

- Identify inconsistencies and recommend corrective actions.

- Ensure compliance with project MEL plans, donor requirements and organizational standards.

Deliverables

### The MEL Officer shall be responsible for delivering

- Weekly MEL activity updates.

- Monthly project performance reports.

- Updated indicator trackers and dashboards.

- Clean and validated project datasets.

- Semi-annual and annual survey reports.

- Donor reporting datasets and supporting analyses.

- Data quality assessment reports.

- Learning briefs and success stories.

- Pause and Reflect presentations.

- Updated MEL tools, PIRS and reporting templates.

- Capacity building sessions for project staff.

- Well-maintained electronic and physical MEL documentation.

### Required Skills and Qualifications

- A bachelor’s degree in economics, agricultural economics, statistics, monitoring and

- evaluation, or related field.

- At least 5 years of relevant experience in supporting MEL implementation on

- development projects in agriculture, specifically related to this role.

- Experience overseeing data collection events, especially overseeing the quality training

- and data collection of enumerators

- Experience with data cleaning and analysis in excel or Stata

- Experience managing data collection and management tools, such as Kobo Toolbox.

- Professional proficiency in written and spoke English and Swahili languages
