  • Amman POSITION SUMMARY: The Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is responsible for supporting the design, implementation, and continuous improvement of MEAL systems across ONSUR projects. The position ensures the collection of high-quality data, development of monitoring tools, implementation of assessments, data analysis, reporting, and evidence generation to support informed decision-making and program quality. The MEAL Officer provides technical support to project teams throughout the project cycle while ensuring compliance with organizational standards, donor requirements, and humanitarian principles.

Duties and Responsibilities

Develop project-specific MEAL Plans aligned with project logframes, logical frameworks, and donor requirements. Develop Indicator Tracking Tables (ITTs) and ensure regular updates. Support the development of project monitoring frameworks and performance indicators. Define data sources, collection methodologies, reporting frequencies, and

responsibilities

for each indicator. Prepare high-quality monitoring reports following field visits. Ensure monitoring activities are integrated into project implementation plans. Design quantitative and qualitative data collection tools Plan and conduct field monitoring visits to verify project implementation. Conduct data collection though FGDs, Surveys and interviews. Adherence to code of conduct, safeguarding policy, and PSEA policy. Reporting any complaints related to safeguarding or misconduct. Required

Qualifications & Experience

Education: Bachelor's degree in Statistics, Social Sciences, Economics, Public Administration, Development Studies, Information Management, or a related field. Master's degree is an advantage. Experience: Minimum 4 years’ experience in the humanitarian field, specifically in participatory assessments, monitoring, and evaluation. Languages: Good

skills

in English and Arabic Others: Experience with surveys, mobile data collection, Good contextual knowledge of local issues, community priorities and cultural constraints. Strong understanding of MEAL principles and humanitarian standards. Experience with logical frameworks and Results-Based Management (RBM). Strong quantitative and qualitative research skills. Experience with Kobo Toolbox, ODK, or similar digital data collection platforms. Proficiency in Microsoft Excel, Word, and PowerPoint. Experience using Power BI, SPSS, or other statistical software is an asset. Proficient in report writing. Personal Abilities and
