Reporting to: THE CHIEF EXECUTIVE OFFICER AND REGIONAL DIRECTOR PURCHASING & SUPPLY CHAIN DIVISIONPOSITION SUMMARYThe Head of Materials Management is responsible for developing and implementing objectives, strategies and tactics for Material Management in support of AKHST’s goals and objectives to promote efficient and effective patient care, also administers strategies to ensure optimal level of departmental customer service and communication efforts.ROLES AND RESPONSIBILITIES Plans, coordinates and administers the operational, financial, administrative and technical operations of material management Provides strategic direction for materials and supply chain distribution functions for AKHST in the areas on inventory management, quality assurance and value improvement Lead procurement of high-end medical equipment (Radiology, Laboratory, Critical Care, Operating Room etc.) through a detailed survey of international and local markets. Find a best equipment (best price and quality). Prepare the procurement and supplies budget which conforms to over institutional budget Have experience and expertise in Hospital Inventory management including Cold chain management. Prepare and implement strategies for reducing inventory holding, able to initiate and implement Lean inventory methods, Bar coding, First expiry first out (FEFO), consignment inventory, periodic stock counts, improve lead time for supply and continuous savings through inventory management techniques. Have an experience in implementing ERP systems (procurement and inventory modules) in large organization. Ensure that there is sufficient coordination between the warehouse, inventory control and purchasing functions. Maintain optimal stock levels using minimum, maximum, reorder point, and safety stock principles. Serves as an operational and technical resource to materials management in the communication and resolution of related issues; negotiates successful resolutions and provides education about materials management. Prepare submissions and present into Purchasing Committee, Product Evaluation, AKDN Purchasing Committee, Pharmacy Therapeutic Committee and Health Network Purchase Program. Developing and maintaining control systems from purchasing, warehousing to the final consumer to ensure supplies and hospital funds are utilized properly. Ensure proper and timely payment is being made to the hospital suppliers to maintain a good relationship with long buyer seller. Play a leadership role in managing the performance of reporting staff, including providing guidance, developing goals and objectives, engaging them in budget & planning activities, and take responsibility of performance management. Performs any other roles assigned by the Supervisor or his/her Designee. The requirements Minimum of a master’s degree in Commerce/Business /Material Management from recognized University. Should have registration with Procurement and Supplies Professionals and Technicians Board (PSPTB). A minimum of 7 years progressive responsible experience in a healthcare setting including 4 years of experience in the management of resource, materials, supplies or sterile processing Experience of implementing supply Chain new ERP system Experience and expertise in healthcare warehouse, inventory and stock management for at least 4 years Participate in performance improvement and continuous quality improvement activities. Ensure compliance with policies and procedures regarding department operations, fire, safety, and infection control. Effectively and consistently communicates administrative directives to personnel and encourages interactive departmental meetings and discussions. Maintain regulatory requirements of both local and international regulations. Always represent the organization in a positive and professional manner. Comply with all organizational policies and standards regarding ethical business practices. Communicate the mission, ethics and goals of the organization.
