### Job Description

Leadership, Capacity Development and Strategic Partnering

- Provide strong, positive and values-based leadership to Finance and Support Services teams, ensuring competent and motivated staff are recruited, developed and retained.

- Coordinate professional development, orientation, coaching, learning plans and succession planning across finance and support functions, including grants management, risk management, data analytics, data modelling, reporting and leadership.

- Model Christ-centred servant leadership and support the spiritual and professional development of team members.

- Actively participate in National Office Senior Leadership Team meetings and relevant strategic regional forums.

- Support the National Director, Operations and non-finance teams to interpret financial information and understand their financial management responsibilities.

- Ensure Partnership finance policies and procedures are understood by senior management, operations and technical teams, communities and local partners, as appropriate.

- Build strong internal and external networks across National Offices, Support Offices, Partnership entities, NGOs, financial institutions and communities.

- Promote shared resource networks and effective collaboration with Global Financial Solutions and Shared Services.

Stewardship – Cost Efficiency and Effectiveness

- Ensure effective cost-efficiency and cost-effectiveness measures are in place, implemented and regularly monitored.

- Provide cost analysis, promote benchmarking and recommend practical actions to improve resource utilization at all levels.

- Ensure Supply Chain collaboration with other departments to strengthen procurement and payment policies and procedures for goods and services.

Grants Financial Management, Risk and Compliance

- Provide overall leadership and oversight of the grants finance portfolio, including government, multilateral and private non-sponsorship funding.

- Minimize the overall grants portfolio at risk through effective monitoring, compliance oversight and timely corrective action.

- Ensure 100% Labour Distribution Report compliance and timely reconciliation.

- Ensure 100% Blocked Party Screening compliance and timely clearance of possible hit matches.

- Support Operations to maintain grant spending and burn rates within acceptable limits.

- Strengthen the financial management capacity of partners and sub-grantees.

- Ensure fair and adequate support cost recovery from all funding sources and timely reallocation where grant restrictions or caps apply.

- Ensure acceptable support costs are built into new grant proposals and contribute to competitive, winning resource acquisition proposals.

- Oversee grants cash and liquidity management and ensure compliance with donor regulations and grant agreements.

- Ensure timely submission of accurate donor financial reports to Support Offices and donors.

Financial Planning, Budgeting and Control

- Advise the National Director and senior leaders on strategic resource acquisition and allocation in line with Partnership guidance and approvals.

- Coordinate the annual planning and budgeting process and provide technical support to ensure global and regional requirements are met.

- Review budget alignment across the National Office, projects, grants, MyPBAS and Support Offices.

- Monitor National Office budgets, cash flow and project funding and provide timely, relevant information to budget managers in collaboration with Operations.

- Contribute to the development of National Office strategic direction and priorities.

Fiscal Accounting, Compliance, Monitoring and Reporting

- Design and manage systems, policies and procedures that provide appropriate security and control over World Vision assets, resources and operations.

- Coordinate timely, accurate and complete financial reporting to the Partnership and internal users.

- Define, implement and monitor efficient and effective internal controls.

- Ensure adherence to Partnership policies, procedures and guidelines, including grant compliance, planning and budgeting, year-end closing, carry-forward, accounting and reporting.

- Coordinate timely and accurate submission of financial reports in the Field Financial Reporting database.

- Provide regular analysis of cluster, area programme and grant financial reports and timely feedback to managers for decision-making.

- Ensure Field Financial Reports are reviewed by Operations, management and leadership at head office and cluster level.

- Ensure Finance staff regularly visit programmes and projects to monitor accountability, follow up audit recommendations and provide support.

Risk Management and Audit Performance

- Ensure appropriate financial systems and controls are in place to minimize finance audit risks at National Office and project levels.

- Coordinate timely management responses to finance audits and ensure finance-related audit recommendations are implemented at all levels.

- Evaluate existing controls and provide practical feedback to management on their effectiveness and efficiency.

- Strengthen risk mitigation and business continuity planning.

- Implement anti-corruption and fraud prevention strategies to ensure organizational resources are used for their intended purpose.

- Identify, monitor and manage financial risks.

Leadership to Global Technology and Digital Solutions

- Provide leadership and oversight to ensure high-quality GTD services across the National Office and programmes.

- Improve office and Programme connectivity and support reliable access to key business applications, including Horizon, IMPAQ, Sun6 and sponsorship systems.

- Facilitate the development, review and implementation of computer usage, information security and technology policies.

- Ensure IT security, data integrity and disaster preparedness plans are updated to reflect emerging technologies, trends and threats.

Leadership to Security, Fleet Management and Administration

- Ensure staff, assets and facilities are safe, secure, well maintained and fit for purpose.

- Oversee facilities services and maintenance to ensure they meet operational and regulatory requirements.

- Lead the negotiation, implementation, monitoring and reporting of relevant service level agreements for cleaning, travel, security, accommodation, garages, taxis and other administrative services.

- Ensure quality hospitality services are provided to staff and partners.

- Provide leadership to Fleet Management and Administration teams to deliver timely, professional, technology-enabled and cost-effective services to the National Office and programmes.

- Ensure fleet policies, guidelines and procedures support ministry needs, cost efficiency, compliance and safety.

Leadership to Supply Chain Management

- Provide strategic leadership to the Supply Chain Management team, ensuring procurement of organizational resources is effective, efficient, economical and compliant.

- Strengthen collaboration between Supply Chain, Finance, Operations and other functions to improve procurement planning, service quality and accountability.

Qualifications: Education/Knowledge/Technical Skills and Experience

- Bachelor’s degree in accounting, Finance, Business Administration or a related field.

- MBA in Finance, MSc in Finance, Accounting or Auditing is preferred.

- Professional qualification such as ACCA, CIMA, CPA, CISA, CA Zambia or equivalent is preferred.

- Minimum of ten years’ supervisory experience in finance and accounting.

- Experience managing statutory, donor and internal audit processes.

- At least five years’ experience in the NGO sector, including management of multiple donor funds and donor reporting requirements.

- Demonstrated proficiency in computerized accounting systems, preferably SAP.

- Strong knowledge of ethics, compliance and internal control requirements.

- Experience in budget monitoring and systems development.

- Experience using SunSystems accounting package is an added advantage.

- Strong experience in financial management, analysis and reporting.

- Experience managing donor relationships and donor financial reporting.

- Strong planning, organizational and follow-through skills.

- Ability to build and maintain effective working relationships with staff at all levels, partners and external stakeholders.

- Knowledge of major donors and their regulations.

- Ability to engage strategically and build relationships with bilateral and multilateral donors, partners, corporates and high-net-worth individuals.
