## Job Description

Job Summary: The overall objective of the project is to contribute to strengthening diaspora engagement in the socio-economic development of Uganda, particularly through climate action initiatives. This will be achieved through enhanced engagement with diaspora communities and the finalization of a comprehensive National Diaspora Policy that provides a clear framework for harnessing diaspora contributions towards national development priorities.
To support this objective, the project has facilitated a series of consultations, benchmarking exercises, diaspora dialogues, and technical engagements involving government institutions, diaspora representatives, development partners, civil society organizations, academia, and private sector actors.These processes have generated substantial evidence and stakeholder recommendations to inform policy formulation and institutional arrangements for diaspora engagement.Significant progress has already been made in the development of the National Diaspora Policy, including the preparation of successive policy drafts and the completion of a Regulatory Impact Assessment (RIA) in accordance with Government of Uganda policy development requirements.Following a technical review, the RIA process was revisited and refined to ensure that the policy adequately responds to stakeholder concerns, clearly articulates the policy problem, considers feasible policy options, and provides a robust evidence base for decision-making.The revised RIA has since been completed and provides a strong analytical foundation for finalizing the National Diaspora Policy and advancing it through the Government approval process.With the RIA process now concluded, the Government of Uganda, through the Ministry of Foreign Affairs and with support from the International Organization for Migration (IOM), seeks the services of a qualified national consultant to review the existing policy draft, incorporate feedback and recommendations from previous consultations and technical reviews, facilitate policy validation, and prepare a final Draft National Diaspora Policy together with an accompanying Implementation Strategy and Workplan.This assignment will ensure that the policy complies with Government of Uganda Policy Development Guidelines and is ready for submission through the relevant approval mechanisms.The consultancy will therefore support the Government of Uganda and IOM to finalize the National Diaspora Policy through a consultative and participatory process, facilitate stakeholder validation, and develop an implementation strategy and costed workplan to guide policy operationalization and facilitate the Government approval process.
Key Duties and Responsibilities 
The Consultant shall:
Incorporate all agreed recommendations, comments and amendments arising from stakeholder consultations, technical review processes and the national validation workshop into the revised policy document.Prepare and submit a Final Draft National Diaspora Policyaligned with the Government of Uganda Policy Development Guidelines and reflecting stakeholder consensus.Develop a comprehensive National Diaspora Policy Implementation Strategy outlining:Strategic objectives and priorities;Institutional roles and responsibilities;Coordination mechanisms;Resource mobilization considerations; and Monitoring, evaluation and reporting arrangements.Develop a Costed Implementation Workplan detailing priority actions, implementation timelines, key actors, performance indicators and estimated resource requirements.Prepare a final consultancy report documenting the policy review and validation process, stakeholder engagement outcomes, recommendations incorporated and proposed next steps to facilitate Government review and approval.Performance indicators for the evaluation of resultsSuccessful preparation and implementation of a stakeholder engagement plan.Effective facilitation of stakeholder consultations and validation processes.Evidence of broad stakeholder participation, including government institutions, diaspora representatives, civil society and private sector actors.Demonstrated incorporation of stakeholder recommendations into final outputs.Compliance with Government of Uganda policy development guidelines.Timely submission of all deliverables within agreed deadlines.Production of high-quality policy documents and reports meeting stakeholder expectations.Application of gender-responsive, rights-based and inclusive approaches throughout the consultancy process. Qualifications, Skills and Experience:
Required Qualifications and Experience
Master’s University degree in a relevant field (Political science, Public Administration, Public policy, Social Sciences, or other related fields), or an equivalent combination of education and professional experience from an accredited academic institution with 05 (five) years of relevant professional experience
Experience
5+ years' experience in participatory research especially in areas of labour migration, diaspora engagement and capacity building.Demonstrated experience and understanding of diaspora issues to promote policy and legislative good practices.Proven understanding of migration issues and experience in preparing written reports and public presentations.Excellent public policy research, analytical, and writing skills.Experience in developing research tools will be an added advantage.Experience in stakeholder engagement especially with government and private sector.Excellent written and verbal communication in English.
Languages
IOM’s official languages are English, French, and Spanish.For this position, fluency in English is required (oral and written).Working knowledge of another UN language is an advantage.Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
