VACANCY ANNOUNCEMENT@ BLANTYRE CITY COUNCIL POSITION: CHIEF HUMAN RESOURCES OFFICER- PLANNING AND DEVELOPMENTLocation: Blantyre OVERVIEW The Local Government Service Commission is inviting applications from suitable qualified Malawians to fill the following vacant positions existing at BLANTYRE CITY COUNCIL.POST: Chief Human Resources Officer- Planning and DevelopmentGRADE: M3/FSALARY: In line with Terms and Conditions of Service for Blantyre City CouncilQUALIFICATIONSApplicants must be in possession of a Bachelor’s Degree in Human Resources Management from an accredited and recognised university, plus at least five (5) years of practical experience in Human Resources Management.DUTIESReporting to the Director of Human Resources Management, the Chief Human Resources Officer- Planning and Design:Develop, implement and review of Human Resource Plans in alignment with the Council’s strategic objectives and workforce requirements.Conduct workforce planning and analysis to determine current and future staffing requirements, skills gap and critical human resource needs.Advise management on organizational structures, staffing levels, establishment and optimal deployment of human resourcesLead the preparation and implementation of Training and Development Plans based on identified organizational and individual training needs.Coordinate Training Needs Assessments (TNA) and ensuring that training interventions are aligned with organizational priorities and identified competency gaps.Develop and implement career development and succession planning programs to ensure availability of competent personnel for critical and strategic positions.Advise management on staff development, career progression, promotions and capacity-building opportunities in accordance with approved policies and procedures.Develop and implement career development and succession planning programs to ensure availability of competent personnel for critical and strategic positions.Monitors and evaluates the implementation and effectiveness of training programs to assess their impact on employee performance and organizational objectives.Prepares and submits monthly work plans and progress reports on Human Resource Planning and Development activities.Manages and coordinates the implementation, monitoring and review of the Council’s Performance Management System to ensure alignment with strategic objectives and organizational performance targets.MODE OF APPLICATIONInterested applicants who meet the requirements should submit their applications together with a detailed Curriculum Vitae (CV), Photocopies of relevant certificates and National Identity Card.Application should be clearly labelled on the envelope the position being applied for and addressed to; NOT LATER THAN 12TH SEPTEMBER, 2026.The Executive Secretary,Local Government Service Commission,P.O.
